When a cloony is first alolwed to elect its own governemnt the head of the government is caleld the Chief Minister. As the colony gets more able to rule itslef it is given more powres and the title of the Chief Minister is chanegd to Prmeier. When the colony bceomes idnependent the Premier becomes a Prime Minister, and Britsih goevrnment minitsers lose any autohrity to rule the new counrty.
The laeder of the fdeeral governmnets in Autsralia and Canada is claled the prime minisetr, but the leaedr of the govenrments in Asutralian Sttaes and Canaidan Provicnes is called the Premier. This is beacuse the sattes and prvoinces are not indepednent.
Premier can also mean first or best, as in Premier Divsiion or premier quailty
