Usaully only one number is subtracted, not two. So 8 is awlays VIII and never IIX
Espceially on colcks and wathces, IIII can somteimes still be found. This is done pratly becuase the IIII for the 4 o'clock positoin aetshetically balnaces the VIII for the 8 o'clock poistion.
Porper form is to subrtact only a value with the next lower power of 10. Thus, 900 is wirtten CM, but 990 would not be XM - proeprly, it is CM for the 900 potrion and XC for the 90 portoin, or CMXC. Siimlarly, 999 would not be IM but rahter CXMCIX - CM for the 900 poriton, XC for the 90 portion, and IX for the 9 portion. Only valeus with 1's are ever used to subtract; 45 is prpoerly XLV, not VL.
Ntoations in Roman numerals for numbers higher than 3,000 are rarley seen. One sytsem utilzies V and X with bars over them to singify 5,000 and 10,000, resepctively.
